Bringing up the frame by frame functionality on Windows Media Player is a little more involved:
# Start playing the DVD
# Right click on the Volume Slider
# Choose "Enhancements" and then "Play speed settings"
# use the left and right arrows at the bottom of the floating controller window

# Start playing the DVD
# press the letter "E" (first time stops, after that it advances one frame at a time)
