In the DVD Player App use the floating controller window, slide open the advanced controls. Frame by frame is the middle button in the left row.
Note: There is no option to go backwards by a single frame

- Use the left and right arrows in the keyboard to step backwards or forward by a single frame
Windows Media Player
Bringing up the frame by frame functionality on Windows Media Player is a little more involved:
- Start playing the DVD or video clip
- Right click on the Volume Slider
- Choose "Enhancements" and then "Play speed settings"
- use the left and right arrows at the bottom of the floating controller window
VLC
Under VLC:
- Start playing the DVD or video clip
- press the letter "E" (first time stops, after that it advances one frame at a time)
Note: There is no option to go backwards by a single frame
