Use the DVD Player App. In the floating controller window, slide open the advanced controls. Frame by frame is the middle button in the left row.
Windows Media Player
Bringing up the frame by frame functionality on Windows Media Player is a little more involved:
- Start playing the DVD
- Right click on the Volume Slider
- Choose "Enhancements" and then "Play speed settings"
- use the left and right arrows at the bottom of the floating controller window
VLC
Under VLC:
- Start playing the DVD
- press the letter "E" (first time stops, after that it advances one frame at a time)
